THE PROJECT

“Solutions, Treatment, Engagement, And Momentum!”

Pine Region Legal Aid (PRLA) is a non-profit organization headquartered in Monroe, Louisiana. This year, PRLA is proud to announce roll-out of the STEAM! Project.  STEAM, which stands for “Solutions, Treatment, Engagement, And Momentum,” is designed to tackle head on Louisiana’s incredibly high addiction and incarceration rates by offering financial solutions in the form of Substance Abuse Assistance Grants for pre-trial detainees across North Louisiana who suffer from long-term drug and alcohol addictions and who are otherwise unable to afford substantive, in-patient treatment.  

Annual Substance Abuse Assistance Grants valued up to $2,000 per person in the form of STEAM! Awards will increase opportunities for the people of North Louisiana to finally get the help they need and free themselves from the prison pipeline, while also helping to alleviate for tax payers the high cost of repeatedly incarcerating non-violent offenders whose difficulties stem primarily from addiction. In time and with the support and generosity of our donors, PRLA hopes to expand the STEAM! Project state-wide.

AWARD GUIDELINES

ELIGIBILITY AND APPLICATION PROCESS

STEAM! Award Eligibility Requirements:
Pre-trial Detainees incarcerated in North Louisiana, accused of State Felony Non-violent Offense(s), having NO Prior Conviction for Violent Offenses, having a Substance Abuse Addiction of 5-years or longer, and currently being represented by a Public Defender

Application Process:

Submission of the One-Page Application Form, including a signed referral from both the applicant’s Defense Attorney and the Assistant District Attorney handling the case, and an Acceptance Letter from an Approved Facility indicating their willingness to accept the applicant, the cost the applicant is being asked to pay, as well as a pamphlet or other information showing that the facility would qualify as an “approved facility” (see below). 

 

FOLLOW-UP

Follow-up Rewards:

Recognizing the challenge facing those suffering from addiction, in addition to the grant awards, PRLA will offer additional rewards for those who successfully complete their treatment program and remain sober for 12 additional months. These rewards will include re-entry mediation assistance, financial planning assistance, and one (1) expungement at no cost.  

APPROVED FACILITY AND AWARD 

Approved Facility:

A rehabilitation (rehab) facility located in Louisiana, having a five-year track record of success in the form of low recidivism rates, willingness to accept the applicant into a residential/in-patient treatment program lasting six months or longer, and including as part of that program a comprehensive, long-term plan

Award and Deadlines:

Up to $2,000 per individual, paid directly to the approved facility. The application period is from March 1st to May 1st each year and awardees are selected and notified as of June 1st of each year. The selection process is random among those eligible applicants, and as many grants are made each year as funds allow.
